Any update on this please, we have also encountered this issue, its causing on our instance the tracking orders duplicating multiple times.

found the issue.

PayPal there seems to be a conflict with PayPal Standard

So if you have both enabled the Pay with Credit/Debit Cards shows regardless of you hide them or not.
