That’s a ridiculous comparison of two different operating systems. The bootstrap frame work is really based off a css file and a javascript file. You should be able to enqueue the scripts in functions.php and this should work on any theme like similar bootstrap gutenburg plugins do.

Thank you for that i ended up adding the bootstrap manually. But i will follow the steps you provided. I have tried all the boostrap plugins and this one is the best
