what I found trying to mess with XML –
in xml you need to change urls to NON LOCAL server.
<wp:attachment_url>https://example.com/wp-content/uploads/2014/03/file_name.jpg</wp:attachment_url&gt;

and then it will import it.
But for localhost it’s not working still!

I think i’m found a bug.
With some posts it working with other not.
Trying to get exact condition for working state.

So far it’s a problem with dual words category assigned posts.

Finally made it.
Problem was in language files. I had to save them all in lang folder.
And scan them in wp i18 plugin to find new strings.

tried to add German lang, same thing.
_x() not working. Only for english and russian. Not for Hebrew and German

Did you solved the problem with 404 error?
I have same issue, and i cannot find any solution for it.
