It depends what you did while your maintenance mode was activated. If you upgraded your blog – yes it locks your whole site. The solution is this:
go to your plugins directory and find the folder containing the maintenance plugin. Rename the files in that directory. Then you will be able to open your site and deactivate the plugin if it is not deactivated already. If you want to use the plugin again do this:
Download again the plugin (for now version 3.2) and upload the new files in the same directory, then delete the old ones. Activate the plugin again and test it. Before all of that don’t forget to backup all your files and DB!
