If you want to use only one image on all the pages.
Remove unique header image and the below css code inside the customizer >> Additional css box and change image URL as your need.

I have checked you are using filter-everything pro plugin and its conflicting with latest version of wordpress check the plugin support link.

Its really strange.
Let me know are you using any plugin if yes kindly deactivate all plugin one by one except spicebox and check your issue resolve or not bz it may be any plugin conflicting with the latest version of wordpress.

We gives settings in the customize only for front page.
For the other page we don’t gives settings in the customzier.

If you want to edit other page instead of front page just Go to Page tab >> edit the respective page And add content as your need.

For which purpose you need editor tab .
If you want to edit theme file via editor tab.
Kindly install theme editor plugin after activation of the plugin you are able to find The theme editor plugin.
