Answering my own question.
You can set the z-index of the popup so that it is behind another popup in the stacking order. The default z-index of the Complianz GDPR popup is 9999, so I set my popup to have z-index 9998 in Popup Settings > Display > Advanced > Popup Z-Index . I also checked Stackable, though I’m not sure if that makes a difference.
I am not a lawyer, but my understanding is that requiring a user to sign up for a recurring monthly newsletter (as opposed to just signing up for email communications about the sweepstakes itself) could be considered an illegal lottery. The reason is that requiring a user to do purchase something _or_ do something of value to enter makes the contest a lottery.
So if a user hooked their sweepstakes mailing list up to their main Mailchimp mailing list, they might be accidentally violating the law. Again, I’m not a lawyer, but it’s something to consider when prioritizing features.

I’ll give your solution a shot. I just had to do something similar to get Facebook events working for MC2WP.
I really encourage you to make it WPML compatible then let the WPML people know so they can list it on their site. There are currently no giveaway plugins listed on their compatibility list, so you’d be the only one.
I just found the option to enable this under the GDPR tab in settings. Sorry for the noise.
