Found a solution to stop On Hold emails when paying with Paypal.
Add this snippet to functions.php

add_filter( 'woocommerce_email_recipient_customer_on_hold_order', 'stop_on_hold_order_notification_for_specified_payment', 10, 2 );

function stop_on_hold_order_notification_for_specified_payment( $recipient, $order ) {
    
   if ( $order->get_payment_method() == 'ppcp-gateway' ) {
       $recipient = '';
   }
   return $recipient;
}

Same problem here, Woocommerce 5.5.1 has disabled standard PayPal gateway, so I ended up using this plugin.
I don’t want the On-Hold email to be fired because they are linked to Cheque payment method and sends totally different information. I can’t disable the On-Hold email because I still need this email to be sent. But not with Paypal On Hold status.

I found the issue. It was a hidden configuration.
I checked “Free” in one of my courses options and an extra checkbox appeared.
It was ticked, so I undid it and then set as “Pay” instead of “Free”

Thanks for your reply. Unfortunately, I couldn’t solve the issue.

1 – CHECKED – WordPress settings > general and enable “Membership- Anyone C?an Register”
2- CHECKED – Default User Role Suscriber
3- CHECKED – Shortcode [tutor_student_registration_form] is added to the registration page and the page is set into Tutor settings > Students tab

Do you have any other clue?

I have been trying for a while to make it work but nothing happened. I have translated all my website and found this issue by the end of the road. My deadline is by the middle of this week to deliver this project.
