Thank you for your help! It looks like the issue isn’t with the modal window, but with the pdf I’m trying to download. The popup blocker initiates after I type in the password and the password is accepted.
I was able to change the page template, but the option to change the link template is not available.
Here are two urls that are giving me the same issue:
