This is my dev-build, and when i compare it to the sister build, the URL is the same for https://www.mysite.com/wp-admin/options-permalink.php but on the dev build, there is nothing there, when i look at the page source. It’s like it’s unable to see the php document.

This resolved it’s self. I can only assume that it had to do with the SQL databases. After a few weeks, things began to behave normally when i changed the template from default to the specialty templates. Now, if i could only get my permalinks-admin page to work again…

I too am struggling with this feature. Although, i suspect some of my difficulties come from .htaccess, are you sure yours is writable?
