Did you deactivate your plugins? Looks like the same error message I received too.

The problem was I had a 301 redirect before I upgraded to 2.3 from https://www.monikamcgillicuddy.com/wordpress to https://monikamcgillicuddy.com/wordpress.

I didn’t change the wordpress URL and the blog URL address in the admin section under options.

Voila it’s fixed.

Now I am getting this message as I re-installed WP.

WordPress database error: [Duplicate entry ‘blogroll’ for key 2]
INSERT INTO wpi4fmm_terms (name, slug, term_group) VALUES (‘Blogroll’, ‘blogroll’, ‘0’)

WordPress database error: [Duplicate entry ‘2-link_category’ for key 2]
INSERT INTO wpi4fmm_term_taxonomy (term_id, taxonomy, description, parent, count) VALUES (‘2’, ‘link_category’, ”, ‘0’, ‘7’)

I am searching the forum for other incidents.

Anyone have this issue?

I have the same issue and I am trying to get it resolved. my web-hosting company is no help either. I got beyond the cookie issue now it wants me to reinstall WP.
Now it reads https://mysite.com/wordpress/wp-admin/install.php
