You need to look for your Theme’s “customscript.js” and look for the line something like this
jQuery(‘a[href=#top]’).click(function(){

as you can see the #top (this may differs from yours) is a special character and it should have ” ” around it, so add in the ” ” and it looks like

jQuery(‘a[href=”#top”]’).click(function(){

The former js works in the older jQuery-s but not like this new ones – WP4.5
