Have added the code but there’s no changes to the Menu bar, i have left the code inside the CSS if you need to look at it.

You need to look for your Theme’s “customscript.js” and look for the line something like this
jQuery(‘a[href=#top]’).click(function(){as you can see the #top (this may differs from yours) is a special character and it should have ” ” around it, so add in the ” ” and it looks like
jQuery(‘a[href=”#top”]’).click(function(){
The former js works in the older jQuery-s but not like this new ones – WP4.5
