ZIP shipping restrictions consider only billing address

    I have a problem with the ZIP restrictions to shipping method, since it seems to consider only the billing address. So if I set ZIP123 as valid, people that have ZIP456 in the billing address but ZIP123 in the shipping address won’t be able to choose that shipping method.

    Is this the standard behaviour, or am I doing something wrong?
