Zero Rate for B2B

Hi, i need to achieve this: if a customer is a business and is not in my country i will need to remove the VAT so the tax will be zero rate. If a customer is in another country but still in the EU i will add the VAT only if is not a business.

Why woocommerce do not allow such a thing? Every single business in EU need to do this, so i don’t understand. There is no even a plugin who does something like this.

I’m in Italy.
Italy to Italian (customer or business customer) with VAT
Italy to EU customer with VAT
Italy to EU business customer) without VAT (zero Rate)
Italy to rest of the world (customer or business customers) without VAT (zero Rate)

it’s so simple and so impossible to do.
How can i achieve something like that?
