Looks as if it may be the donation coding from PayPal.

The code in question may have already been checked & allowed by the theme review team but I’ll drop them a line and let them know there a question has been raised about the theme here.

    From paypal:

Protecting HTML Code for Payment Buttons

When you create Donate code with tools on the PayPal website, PayPal lets your protect the HTML button code that it generates by encrypting part of it. Protecting the HTML code of your payment buttons helps protect against malicious tampering and fraudulent payments.
Important: Merchants with significant payment volume are required to take precautions on securing Website Payments Standard buttons.

Paypal generates that sort of code as part of the donation button. I’ve generated buttons like that myself. The encrypted code basically says who the donation goes to, options, amounts, etc.

We don’t have a specific ban on encrypted code, instead we ban malicious code of any sort. Most of the time, encrypted code is malicious. But Paypal donation buttons to the theme authors, especially on a theme options page, are not.
