Your site won't let me pay for upgrade

I am not sure what is going on. I have spoken to Paypal, they cleared my old bank account and now I only have one. I have been trying to upgrade to the $6.99 level and every time I do it says my payment cannot be processed. I see my old bank account is still linked and when I try to log in through your invoice to change the method it won’t let me taking me to the error ” we’re sorry, but we can’t send your payment right now, return to merchant”. The thing is I did not click the pay button but change account button. It was suggested I clear the cache which I did on both my browser and my website. I called Paypal again, and they said everything is good on their end and in my account so this is an issue with your end. Please, look into this so I can upgrade and have the like button show on my website. I did have the free account but when I synced my SSL with an https it blocked the like button. Thank you
