‘Your Site is Experiencing a Technical Issue’/ I can’t access my website

After getting quite a few emails – ‘Your Site is Experiencing a Technical Issue’ I stopped getting them. The old link isn’t working, so I can’t access my website from the recovery mood.

PHP version 7.2.31′How/where can I request that email with the link from wordpress again in order to fix the existing issue?
