Your Notice will not dismiss using No Thanks button

After an update your plugin asks to send back data, and there are two buttons… No Thanks and Allow. Clicking No Thanks does not get rid of the notice. Clicking Allow does. Its probably illegal forcing users to Allow to send data back like this. Can you fix this please, and also let me know how to opt back out.
