I want to show and vote on a gallery to non-registered and non logged in users. How do I do that?

Then simply use the cg_gallery shortcode, this shortcode is for voting. The shortcodes for each gallery are placed at the top with info what every shortcode is for.
In Edit options >>> Voting options you can set the recognition method.
By default it is set to IP checking (not logged in users).That is just what I did. I have voting options for that gallery set to “by IP” and the page just the shortcut [cg_gallery id=”1″].
This works when I am logged in but as you found when clicking the page link https://bell-vps.com/open-projected/ it says You have to be registered and logged in to see the gallery. Is there somewhere else I might have misconfigured?
