You have insufficent access to this page

When I go to log back in to my account it takes me to another page that says ” you hove insufficent access to this page” and it wont let me log in to my website. I have looked at other questions on this issue and they say it has to do with my database and that some of my wp_usermeta table dont match up. However, I have no idea how to get to my database let alone change these codes. Please help.
