    I’ve deactived Plugins,

    Also try switching theme.

    Try manually resetting your plugins (no Dashboard access required). If that resolves the issue, reactivate each one individually until you find the cause.

    If that does not resolve the issue, access your server via SFTP or FTP, or a file manager in your hosting account’s control panel, navigate to /wp-content/themes/ and rename the directory of your currently active theme. This will force the default theme to activate and hopefully rule-out a theme-specific issue (theme functions can interfere like plugins).

    Thanks for help.
    I can login WordPress, use post but can’t use tool, install plugins. I want to export all Post. It still appear ” Forbidden – You don’t have permission to access /wp-admin/tools.php on this server”

    More things you can check:
    – Do you have any plugins under /wp-content/mu-plugins/ ? Plugins in this directory are automatically run every time.
    – Check via PHPMyAdmin that the capabilities of your account haven’t been modified (or directly google for “reset admin role WordPress” – just make sure to check that the instructions you find seem legit.)
