"You do not have sufficient permissions to access this page."

After migrating a site using BackupBuddy, I get the following error: You do not have sufficient permissions to access this page.

I’ve tried the directions on this page, but it didn’t work https://www.wpbeginner.com/wp-tutorials/how-to-add-an-admin-user-to-the-wordpress-database-via-mysql/ so I must not fully understand it, and it’s missing some parts that I can’t fill in.

Does anyone have any input or clearer instructions.
