Don’t know if this is your problem but please note that some of the rows (records) in your usermeta table use the database prefix when composing the meta_key values for a user’s capabilities and user_level.

it seems like somewhat close what i’m looking for, but not quite there yet… i went to db and i changed these fields to new one yet i’m still at same point ??

Be sure to also check in the options table. There should be cell that says table_prefix_user_roles underneath the column option_name which uses the table prefix.
