"you do not have sufficient permission…" error after login

Help! I am new in (the world of) wordpress and I just installed wordpress 5 hours ago in my PC (windows – wamp).

I used the steps here during installation. I haven’t done anything after installation but when I logged in I am redirected to https://localhost/wordpress/wp-admin/profile.php with error “You do not have sufficient permissions to access this page.“.

Read and tried all the solutions available here in the forum and other sites but it’s either I can’t understand what they are talking about or it’s does not solved my problem or it’s not applicable (like plug-in problems).

Some solution i read were:

• The “force_upgrade.php from Mark”
  -haven’t done this as I am wondering if i do need this even if i freshly installed my wordpress.
• edits in wp_usermeta “a:1:{s:13:”administrator”;b:1;}”
  – I do not know where i can find “a:1:{s:13:”administrator”;b:1;}” in phpmyadmin and my wp_usermeta does not have a data.
• .htaccess-I have created .htaccess in my C:\wamp\www\wordpress\wp-admin already but nothing changed.

Please help! I do not know what to do anymore and I really want to start learning wordpress.
