You do not have Permission Error

I never knew this error existed until I started a Japanese version of my blog. I just installed 2.3 and now I cannot add categories or delete the Hello World first post.

Is anyone having this problem? I need to fix it quickly and get my post on there. I am using version 2.3 that just came out. My older version works great but I will not upgrade if this is a problem.
