WYSIWYG editor – ignores SELECTED text – applies style to EVERYTHING

These are the steps to reproduce the issue:
1. Create a new wordpress post and type the sentance ‘This is my heading’ and then press <Enter> to create a space under that heading.
2. Then write a few words of text as a paragraph.
3.Hilight your heading, created in 1 above. Do not highlight the paragraph under the heading.
4. Choose ‘Heading 2’ from the dropdown WYSIWYG Format toolbar.Result:
The heading style is applied to both your heading and the text underneath it, despite the fact that you only selected the heading text. Is there a way around this issue?
