Wrong UTC and Local time

The UTC and Local time are displaying the wrong time.
In Settings->General the Timezone is Denver but the local time displayed is off by 8 hours.
UTC time is 2014-08-06 5:55:35 Local time is 2014-08-05 23:55:35
UTC time should be 13:58 and local time 7:58 am
The messed up time is affecting my posts time. Does anyone know how to fix this?
