Wrong sort order for Norwegian characters

Hi,

I have a table with some norwegian text.

The sort order seems to be wrong for the norwegian characters (?, ? and ?). See the first column in the table on this page https://distriktssenteret.no/byregionprogrammet/prosjektledere/

E.g. Words that starts with a ‘?’ comes before words that starts with a ‘?’.

The right order for the norwegian characters should be ? -> ? -> ?
