Wrong Characters that approves on upload/save

  • Hey!
    I have encountered an issue that breaks the DB when not using UTF-8 and after restoring a backup.
    here is an example : ?????????????????????? ?????? ??????????????????????
    This characters are messing up the DB.
    and the same happened on a file that has the same characters been uploaded to the media library.

    Feature/bug fix:
    Block unknown characters like this been used on file names and text inside text editor.
