wrap comment_form() in a fieldset

Hi,

the default comment_form() in wordpress 3 doesn’t come in a fieldset, which means you can’t validate it as strict xhtml. If you look in the codex it doesn’t look like there’s a way to add a fieldset by passing any arguments, as far as i can see.

what would be the best way to get this form in a fieldset?
