wp_tag_cloud show posts & pages by post_tag taxonomy

I’ve added tags to my pages via the functions.php – this is working well, however when I add a tag cloud to my home page, the tags that are only used by pages but are not connected to any posts do not show up, unless I set the “number” parameter in the options to greater than the total number of tags… anyone know a fix for this?
