WP_CACHE constant is not present in wp-config.php

I am seeing the same problem as noted in a previous report – “WP_CACHE constant is not present in wp-config.php” on our site as well. Note that I do not have caching enabled WP-optimize. The WP-optimize is also generating thousands of debug messages in our logs related to attempts to modify .htaccess and checks if webp is enabled. I’ve been forced to disable the plugin to stop the errors. This problem started with the most recent update to WP-optimize.
