WP shortcode do not work in Templates

Are you sending to list(s) or role(s)?
Are you queuing or using Ajax progress to send/queue?
Are you sending a preview only?

Only [shortcodes] are shown in emails.
In preview also only [shortcodes] shown. No sitevars at all.
I have deactivated ALL installed plugins and test a preview again.
Still only [shortcodes] shown. No sitevars at all.
