WP Plugins and the GPL

I’ve been running into a lot of commercial plugins while doing work for people on their WP sites. This is not in regards to any specific plugin available online.

I was under the impression that anything based off the WP code base had to be GPL-comptible, or it was in violation of the license.

So, anyone know the actual requirements?
