Wp Offload Media or resize for Tutor Certificate

I discovered that: when a student submits an assignment with image, or when the student generates a certificate, they are saved on my server, without Offloading to Google Cloud (I use the plugin WP Offload Media)

I want to ask:
– How can image of certificate work with Wp offload media?
– Or if that’s not possible, I’d like to resize the generated certificate image: It’s width: 3xxx (px), weight average : 0.5MB/certificate. I want to reduce this size (ex: 1280px), so that each certificate file is only 100kb in size
