WP Media Library Toggle Not Working

Hi. Under Settings > Permissions > When I try to click the WP Media Library toggle button, the toggle does nothing. If I click it, then press Save Changes and refresh the screen, it does appear to be switched, however this has no effect on the file/image/or any other upload field for any locations where files can be uploaded. The Media Library tab will always display no matter what the state of the WP Media Library toggle when pressing a button on the frontend to upload an image or file.

Under the plugin’s main Settings > Upload Privacy section, setting the Media Uploads Privacy option to “Yes” does prevent access to media library items not uploaded by the user but the Media tabs and menus still display. I can verify that this occurs with no other addons enabled and only the most up to date version of ACF and Frontend Admin enabled and the default Twenty-Twenty Four theme. Please help. Thanks.
