wp-login.php redirects after I updated

I was in Cpanel and noticed upgrades available for 8 WP sites I have so I updated them to 3.5

Now about 3 of the 8 when you go to the main site or https://www.mysite.com/wp-login.php it redirects to wp-admin/install.php allowing any one to set up a password if they get there before me (or am I the only one who sees that page?).

I quickly uploaded an index.html as I can’t get in to WP now.

The sites are already installed I only upgraded why is it redirecting to the new 5 min install and what a horrible place to put it.
