wp-login.php blank after moving site to new url

Moving wordpress installation to a new server and the wp-login.php file is showing up as a blank screen. The installation was working until I tried to upload the database.

I have tried:

I have also tried manually disabling the plugins folder and resetting the .htaccess file to the default wordpress one.
