wp-login.php still shows the login page

I have activated the Custom Access Page, activating the following:
Deferred rendering ON – Disable redirection to dashboard ON – Non-existent users are strictly prohibited ON – Requests to wp-login.php are strictly prohibited ON –
It works fine: wp-login, wp-admin, wp-admin.php
But when entering wp-login.php it shows the login page
