WP Knowledgebase Administrators only have Subscriber Access

This site is a multi-site install in which this helpdesk site has been active for quite some time.
Normally articles are added as Super-admin but needing to share the load additional administrators to the site have been added.
The problem we have encountered is these new administrator only appear to have ‘Subscriber’ access at best, they do not have Administrator access to the site.
Any ideas gratefully accepted.
The sites will be updated to WP V4.8.1 shortly however this issue has been in play for quite some time so don’t consider it to be a WP version issue.
