WP Install w/o remote server? (Read: Localhost)

I’d like to design my own wordpress theme, but don’t want to install WP on a remote server and deal with the FTP upload of changes, etc.

I figure I’m going to need:
1. web server software
2. sql server software
3. php software

Can anyone point me in the direction of what I need on a Windows XP machine to essentially do my work as https://localhost/ instead?
