WP Forms Pro issue with login and displaying page

So far we have found the following:

Looking at these 2 pages side by side, logged in to each account, there do not seem to be any differences between the two that would cause this.
For clarity, there is a single error showing both sides when logged in relating to woocommerce-subscriptions-pro, and the working/admin account has some mixed content warnings, whereas the test user does not.

None of these are relating to the problem at hand, so these are irrelevant in this situation.
Nothing is being blocked or failing to load – it does seem to be that each user is being presented with exactly the content requested by the visit.

This would suggest that it is instead an issue with the user permissions or a plugin not handling the user correctly, or something along the lines of this.`
