WP – eCommerce UPS Shipping doesnt do anything

I am using wordpress and wp eCommerce for my products, I am using UPS for shipping and I created an account with UPS and got the API and information I have entered under shipping is correct and I have checked all the right boxes. I am also PayPal Pro 2.0 for payments (currently using my sandbox account for testing) When I put an order through, that works fine, but nothing happens in regards to shipping, no tracking number, label, nothing in the email about it and the order does not appear in my UPS account?

Does any know what is suppose to happen?
