WP down/upgrade disables Page Builder

We discovered this on one of the production sites. This is critical.
To investigate it, we deployed several clean WP setups in combination with 3 plugins (latest versions): SiteOrigin Widgets Bundle, Black Studio TinyMCE Widget and WP Downgrade. As soon as a setup with a functional Page Builder gets a WP upgrade or WP downgrade (versions are irrelevant), Page Builder gets disabled. That means, existing pages can no longer be edited based on Page Builder, the Page Builder Tab shows up at a different location, and on new pages the Page Builder will not proceed after entering the number of columns.
