WP-DBManager uninstalled and now cache is not updating

I had WP-DBManager installed it could not get it to work right it kept giving me a bunch of errors even though I kept doing what it was telling me to do. I uninstalled it and ever since I can not get my WordPress cache to clear. I thought at first it was a browser issue however it was happening on Chrome, Firefox and IE 8 (all newest versions) on my Windows Vista laptop. Every time I made a change to the site I could refresh as many times as I wanted and it would not update. I would have to manually clear my browsers cache and cookies for it it work. Now I am at work using a Windows 7 computer with Firefox and Chrome and I am still having the same issues. If I update something in the theme files and save I have to manually delete cookies to see my change. It’s only when I change something in the theme itself. For instance I can do a new post which will show or change a page but if I change something in the theme css or theme editor the changes will not show through untill I manually remove the temp internet files and cookies. Is there a way to fix this without a complete reinstall? A cache plugin or something perhaps?
