wp-config.php permission issues

It asks for file permission to wp-config to 755, whereas most security plugins ask us to set this to 404.
Now if we keep wp-config to 755 isn’t it a security threat?
How do we overcome it while keeping the site safe also.
Also – our process manager is showing many instances of site/index.php which means cache page is not delivered and site is directly rendering this page. Is it so?
