    @t-p But this method is used on many other internet pages, like it is a standard thing.

    Also I won’t get an answer I think as they are not a forum ??

    It appears from the article you linked that doing so without a plugin involves editing core files. That is a terrible recommendation! You should never alter core files. It can cause all sorts of grief in some cases and at best it’s just a big PITA.

    Their other method appears to use a plugin, so how is that changing wp-admin without a plugin? ??

    What are you trying to accomplish by doing this? If it’s to improve security, it doesn’t accomplish it very well. Security by obscurity is not true security. Realistic ways of better securing your site is to use a security plugin developed by professionals, or to implement some of the measures described in Hardening WordPress.
