WP-Admin Not Loading

My server was rooted, and had to be re-imaged. The new server has MySQL 5.5 installed, while the old server had 5.0 installed. The old PHP version was 5.2.11, and it was rebuilt to 5.2.17.

The site loads, but when I try to access WP-Admin I get:

Fatal error: Out of memory (allocated 19136512) (tried to allocate 19456 bytes) in /home/XXXXXX/public_html/wp-admin/includes/deprecated.php on line 121

I have tried increasing the memory limit via wp-config and php.ini to 128 M, with no luck.
