wp-admin instal error

i am so new to wordpress and just really confused. i dont know any php so i dont know what all the code means. i tryed installing wordpress like a thousand times and i dont know what to do. I created a db. i made a user for it with all privelages. my problem arises at step 6 at https://www.clearpointsystems.com/ewpi.php
