wp-admin/ and 404 not fo

I install dpaBottomofPostPage last version on wp 4.1, when i want to submit or other change, i get 404 not found
https://localhost/~mohsen/wordpress/wp-admin/%3C?%20echo%20htmlspecialchars%28%20$_SERVER%5B%27REQUEST_URI%27%5D%20%29%20;%20?%3E
and in some bottom i get the following page:
Not Found
The requested URL /~mohsen/wordpress/wp-admin/< was not found on this server.How can i solve it?
