After trying a few notification bar plugins, I think this is the best one.

The wealth of settings makes this the best choice for those who like to customize the appearance of their website.

The display settings, such as which pages to show the bar on are great too.

The only way it could be better is if you could create multiple bars, for use on different pages on your site, or a way to disable on mobile devices.

However, as it is, this plugin is great.
